Card Surcharge Ban Adds New Cash Flow Test for Small Firms

The 1 October payment change may shift costs from checkout surcharges into pricing, margins and borrowing decisions

Card Surcharge Ban Adds New Cash Flow Test for Small Firms?w=400

Australia’s new card surcharge rules have turned a small checkout fee into a wider cash flow question for consumers and small businesses.
Since 1 October 2026, businesses have generally been unable to add card payment surcharges for major card networks, making payments look simpler at the counter but leaving operators to decide how remaining merchant costs fit into their pricing, margins and budgeting.

The Reserve Bank of Australia’s reforms followed a review of merchant card payment costs and surcharging. The policy change allowed card networks to introduce no-surcharge rules, while regulators and business guidance have stressed that the change applies to card payment surcharges rather than every possible fee. Weekend, public holiday or delivery-related charges are separate issues, but businesses must be careful not to mislead customers about prices or why prices have changed.

For households already watching every dollar, the practical message is mixed. Removing a card surcharge can make the final payment amount clearer, but it does not guarantee that total prices will fall. Some businesses may absorb costs, some may renegotiate payment arrangements, and others may adjust advertised prices. Anyone comparing borrowing options should therefore focus on their real weekly budget, not only on whether a small checkout fee has disappeared.

For sole traders and small operators, the change is more than a compliance update. Businesses that previously passed on card acceptance costs as a separate surcharge may now need to review payment statements, terminal fees, online gateway charges, settlement timing and supplier pricing. If margins are already tight, this can affect whether a short-term cash flow gap is managed through savings, delayed spending, revised prices or, in some cases, external finance. Our guide to small business loans under $10,000 explains general issues to consider when weighing business borrowing for operating needs.

  • Check whether payment systems, invoices, menus and online checkout pages have removed card surcharge wording.
  • Ask payment providers how lower interchange caps and any routing options may affect actual merchant service fees.
  • Separate one-off transition costs from ongoing monthly payment costs before changing prices or borrowing assumptions.
  • For personal budgets, compare the full cost of purchases and debt repayments, not just the absence of a surcharge.

The next stage to watch is fee transparency. The RBA has indicated that designated card networks and large acquirers are due to begin publishing specified payment fee information from 30 October 2026, with further pass-through reporting scheduled for 2027. That may help businesses benchmark costs, but individual outcomes will still depend on provider contracts, payment mix and transaction volumes. This is general information only; businesses and consumers facing repayment pressure should seek appropriate support before problems escalate.

Broker Review Puts Loan Recommendations Under Fresh Scrutiny
Broker Review Puts Loan Recommendations Under Fresh Scrutiny
28 Oct 2026: Paige Estritori
ASIC’s latest review of mortgage broker conduct has put a spotlight on how loan recommendations are explained, documented and challenged when a cheaper option is available. Although the review focused on home loan brokers, the practical lesson is broader: borrowers should understand not only the advertised rate, but also why a particular loan structure, lender or feature is being presented as suitable. - read more

Australia’s electric truck conversation has shifted from vehicle availability alone to the practical question of where, when and how commercial vehicles will charge. Ampol’s October 2026 activity has made that shift clearer, with the company announcing a proposed acquisition of Evie Networks and a separate memorandum of understanding with Foton Mobility Distribution to explore charging solutions for electric commercial vehicles. - read more

ASIC’s 13 October 2026 review of major mortgage broker groups has delivered a timely reminder for borrowers: a loan recommendation should be understandable, evidence-based and clearly connected to the customer’s needs. The regulator found that broker practices generally aligned with its guidance, but also identified gaps in how some higher-cost loan recommendations, supervision processes and complaints were handled. - read more
Off-Road Boom Changes the Motorcycle Budget Conversation
Off-Road Boom Changes the Motorcycle Budget Conversation
28 Oct 2026: Paige Estritori
Australia’s motorcycle market is ahead of last year after the first nine months of 2026, but the latest FCAI-audited figures point to a recovery driven mainly by off-road demand rather than a uniform lift across every type of bike. For riders thinking about motorbike finance, that distinction matters because the practical costs attached to a trail bike, junior motorcycle, scooter or road machine can look very different once purchase price, transport, gear, insurance and maintenance are considered together. - read more
